Seelt has yet to make his first-team debut in Eindhoven but he has impressed with his performances for Jong PSV this season. The centre-back has four goals in 18 games this season.
According to the Daily Mail, Burnley is circling the 19-year-old, who would reportedly cost €1 million.
However, Burnley is also interested in Djurgarden’s Hjalmar Ekdal, who has previously been linked with Groningen.
Seelt has been with PSV since joining on a free transfer from NEC Nijmegen in 2017.
