Derby County lost Frank Lampard to Chelsea but quickly identified Cocu as his successor.
The 48-year-old has been out of work since leaving Fenerbahce a few months into last season and will now be tasked with getting Derby County back to the Premier League.
Speaking to his agency company Wasserman, Cocu said, “Derby County is a great club, with a lot of charisma and a rich history. I look forward to working with my staff at this great club.”
Cocu spent five successful seasons in charge of PSV Eindhoven, winning three Eredivisie titles before leaving last summer for Fenerbahce, which was not a success. Cocu can now look to get his reputation back in the Championship.
Chris van der Weerden and Twan Scheepers will join Cocu in England.
