The Bundesliga side had scouts present at both of the recent Netherlands U21 internationals were Promes starred, scoring a hat-trick against Scotland before netting a double in the win over Luxembourg.
Dortmund are not the only club to have been linked with Promes recently, Italian clubs Juventus, and Napoli, along with Manchester United have all been credited with interest.
Twente are currently in financial trouble, and they may have to sell a number of their stars this summer to balance the books. Striker Luc Castaignos is already set to join Swansea City, while both Promes and midfielder Dusan Tadic could also exit in big money moves.
Promes netted 11 goals and contributed eight assists in 32 Eredivisie games for Twente this season, while his contract in Enschede runs until the summer of 2017.
