The 4-0 win in Rotterdam last week meant that Feyenoord were within touching distance of the next round.
After a punishment from UEFA, Dinamo Tbilisi were forced to play the game without any home fans. The 140 Feyenoord fans that travelled were eventually allowed in, meaning the atmosphere was non-existent.
Feyenoord, who had Luciano Narsingh and Lutsharel Geertruida in the starting line-up went close first but Steven Berghuis hit the post. At the other end, Bakar Kardava found himself through on goal but he was denied by Kenneth Vermeer, who was alert to the danger.
A few minutes into the second half, a massive blunder at the back led to the hosts taking the lead. Vermeer played the ball to Arie van der Heijden but he lost the ball cheaply to Levan Shengelia, who scored with ease.
Feyenoord equalised shortly afterwards when Eric Botteghin scored from a corner. Both sides then had chances before the end but the game ended 1-1.
Feyenoord are now two games away from the Europa League group stages. Standing in their way is Israeli side Hapoel Beer Sheva.
