According to De Telegraaf, The Outbreak Management Team in the Netherlands has advised that fans can return to stadiums in the country from September.

Football can return in the country from the 1st of September, and there will be fans welcome from the restart.
However, De Telegraaf reports that there will be a number of conditions. For example, 1.5 metre distances must be kept, while chanting will also not be permitted so the virus cannot spread quicker.
A final decision by the Cabinet will follow on Wednesday, but the advice of the Outbreak Management Team is usually followed.
Stadiums will only be partially opened, but it is expected that fans will flock to the matches. The first games with fans may be the Netherlands internationals in the first week of September.
