The 26-year-old was loaned to Fulham from Huddersfield Town last season, but only played once due to an injury.
Fulham has now moved to sign the Dutch international on a permanent deal. The versatile defender has signed a four-year deal.
Kongolo started his career with Feyenoord and made over 100 appearances for the club before joining Monaco. He then joined Huddersfield Town in 2018.
