VVV sacked Hans de Koning last weekend and quickly appointed Luhukay as they look to avoid relegation. He saw his side frustrate PEC Zwolle in the first-half and they almost took the lead but Georgis Giakoumakis put a header wide.
The deadlock was broken in the 66th minute by PEC Zwolle with substitute Slobodan Tedic nodding in. It was his first Eredivisie goal of the season.
However, VVV equalised three minutes later as Roy Gelmi netted on the rebound after Giakoumakis saw his effort kept out.
Ten minutes before the end, Christian Kum fouled Immanuel Pherai and Thomas Lam netted the winning goal from the penalty spot for the hosts.
The win means PEC Zwolle are 13th while VVV have dropped into the bottom three.
