The 19-year-old was linked with NAC Breda and former club Feyenoord over the past few months but will now continue his career in the short term at Doncaster Rovers.
Kongolo told the official Doncaster Rovers website, “This summer, there were a few clubs interested in me because I did well at Manchester City last season. A conversation with Darren Ferguson (manager of Doncaster) Convinced me. I really like it.”
The younger brother of Monaco defender Terence Kongolo, Rodney left the Feyenoord academy for Manchester City in 2015 and has become a regular for the club at U23 level. He is yet to make his first team debut for the club.
