The Premier League giants paid PSV £30 million for the winger in the summer of 2015, but Memphis has struggled to live up to expectations and has barely featured for the club this season.
A move away from Manchester is on the cards for Memphis in January and The Mirror is reporting that Jose Mourinho is prepared to sell the 22-year-old for £15 million, half of what they paid for him.
Everton have been strongly linked with Memphis, while Tottenham, AC Milan, Roma and Nice have all been linked with the Dutch international.
