The Bulgarian champions started brighter, and should have been ahead after only three minutes, but Marcelinho could only fire miles wide when gifted space in the PSV box.
PSV took control of the game near the end of the half, with Jeffrey Bruma heading a corner wide, while Memphis Depay had a tremendous drive tipped around the post.
In the second half, PSV created a number of chances, but were wasteful, as Tim Matavz missed with a header, and Depay saw a free kick fly wide.
On the hour mark the away side punished PSV, as when Jeroen Zoet raced off his line, his clearance only found Roman Besjak, with the forward chipping the ball over the keeper into the empty net.
The home side could not respond, and fell further behind, as Dutchman Virgil Misidjan shot against the post when free inside the box, but was on end to tap in the rebound.
Stijn Schaars came of the bench, and saw his powerful shot tipped round the post late on, but PSV could not find the net, as they slumped to a 2-0 defeat.
It is now six games in all competitions without a win for PSV, and fans will be worried for their side, with Ajax next up in the league.
The Eredivisie has hit an all time low. PSV which played well over two legs against AC Milan lose like this. Unbelievable. Dutch football is in a serious mess. No doubt Holland will qualify for WC 2014 but the future does not look good after that. Not only are the players too young and inexperienced but it seems the coaches fall in the same vein.
