The 28-year-old winger spent six months of last season on loan with the Premier League club and the deal included a clause which could see the move become permanent for a fee of around €5.5 million.
Southampton boss Ronald Koeman waived this option, but that does not mean Elia couldn’t move back to England, with Southampton in negotiations with Werder Bremen over a cheaper fee.
Werder Director Rouven Schröder confirmed the talks to Kicker, “We talk about different conditions,”
Elia made 17 appearances for Southampton last season, scoring twice.
