The 25-year-old has made the decision to leave AZ Alkmaar on a free transfer this summer despite being offered a new deal.
Vitesse Arnhem and a host of European clubs including Celtic, Blackburn Rovers and Fenerbahce have shown interest, but De Telegraaf believe Utrecht are the front-runners.
Current AZ boss John van den Brom will become the new Utrecht head coach this summer and has set his sights on a reunion with Maher in the Cathedral City.
