Utrecht have been linked with the Australian talent for weeks but the deal is still not official.
According to Voetbal International, there are issues with Arzani’s work permit but a deal is expected to be sealed soon.
The attacker has been with Celtic for the last two years but has been struggling with serious injuries that have plagued his time in Scotland.
Arzani made a big impression at the 2018 World Cup and was linked with Ajax and PSV Eindhoven before deciding to join Manchester City.
According to VI, Utrecht are also still interested in signing former Groningen attacker Mimoun Mahi, who is currently with FC Zurich.
