The 33-year-old has been a free agent since leaving Stoke City earlier this year and trained with PSV’s U19 squad towards the end of the campaign.
Afellay has now signed a one-year deal with his former club and will be part of Mark van Bommel’s selection for next season.
Van Bommel told the PSV website, “As a player, Ibi has certain qualities that every trainer likes to have in his selection. And he brings a good dose of experience with him.”
Afellay came through the PSV academy and made 217 appearances for the club before joining Barcelona in 2011. He then had spells with Schalke, Olympiacos and Stoke City.
