Celtic contacted PSV last week to make their interest known in the 19-year-old winger, and were keen to do a deal before the transfer window shut.
However the young Belgian has decided against a move to Scotland in order to focus on his return from hip surgery which will keep him out until March or April. This means Bakkali will now see out the rest of his contract in Eindhoven and leave on a free transfer this summer.
PSV were hoping to receive a transfer fee this month, but will still be due around €300,000 in compensation when Bakkali signs with a club in the summer, while they will also receive 2.5% of every Euro of any transfer fee paid for the winger in the future.
