According to Eindhovens Dagblad, Timo Baumgartl will not be joining Fulham on loan from PSV Eindhoven.

The German centre-back seemed on his way to the Premier League and even missed the win over Fortuna Sittard on Sunday in order to complete the deal.
However, Eindhovens Dagblad has reported that the deal is now off and Baumgartl will remain with PSV.
The defender decided against the move after feeling he had little room to develop at the club, which currently sits bottom of the Premier League.
Baumgartl will fight for his place in the PSV line-up.
