The visitors were ahead after 10 minutes, with Yassine Ayoub finishing on the rebound after Kai Heerings effort had hit the woodwork.
Cambuur went searching for the equaliser, but Jody Lukoki shot straight at Ruiter, and the away side held onto their lead going into the half time break.
In the second half, Cambuur continued to press for an equaliser, and they finally found it after the hour mark, when Lukoki’s cross was tapped into the net by Michiel Hemmen.
With ten minutes to go, Erik Bakker latched onto a through ball by Lukoki, and brilliantly chipped the ball over the advancing Ruiter, and into the empty net to give Cambuur a 2-1 lead.
In the final minutes, Marcel Ritzmaier was played through one on one with Ruiter, and he made no mistake of chipping the ball into the net to make it 3-1.
It was an excellent fight back from Cambuur, and they are out of the bottom three, and into 14th spot, while Utrecht still search for an away win, and stay 13th.
