The 16-year-old left winger is part of the Feyenoord U17 side, but the club have failed to agree a new deal with the youngster, which has allowed Manchester United to swoop. They have reportedly beaten off competition from rivals Manchester City and Arsenal.
Chong becomes the latest youngster to leave a Dutch academy for Manchester, with Timothy Fosu-Mensah (Man Utd), Rodney Kongolo (Man City) and Javairo Dilrosun (Man City) all making the move in recent years.
