The striker has fallen out of favour at Feyenoord and was fourth choice behind Robin van Persie, Nicolai Jorgensen and Dylan Vente.
Feyenoord hoped he would be on the move in January with ADO Den Haag and Sparta Rotterdam linked, but a transfer failed to materialise.
Now both parties have agreed to rescind his contract which ran until the summer. Kramer is now free to find a new club. English Championships side Bolton Wanderers are already reportedly keen on snapping him up.
Kramer joined Feyenoord in 2015 and managed to score 23 goals in 71 appearances.
