The forward joined Excelsior from Feyenoord last summer and the 21-year-old went on to score nine goals and add eight assists in 28 Keuken Kampioen Divisie games.
This form has not gone unnoticed and Heerenveen, along with a Championship side from England are hoping to sign Zwarts.
Speaking to AD, Zwarts said he would only be heading to Heerenveen if they sold star winger Chidera Ejuke, “Heerenveen is a very nice club but first Ejuke has to be sold before I can start a conversation. It remains to be seen.”
AD added that a Championship side had also made contact with Zwarts agent Regi Blinker.
Zwarts still has a contract until 2022 in Rotterdam.
