The 23-year-old, who was part of the Swedish squad that won the U21 European Championships this summer, announced his desire to leave PSV at the end of last season, after falling out of favour with Phillip Cocu.
A number of clubs watched the holding midfielder in action during the Euros, but it is Palermo who have won the race for his signature, paying PSV €2.5 million for the nine-time Sweden international.
Hiljemark joined PSV from Elfsborg for €2.2 million in 2011, and made 49 league appearances for the club over three seasons.
