The 25-year-old has suffered consecutive relegations from the Premier League with Norwich City and QPR, but Sunderland boss Dick Advocaat is set to offer him a return to the top flight.
Sunderland have reportedly agreed a deal with QPR over a season long loan, and Fer should complete the move in time for the Premier League starting next weekend.
The former Feyenoord and FC Twente star joined QPR from Norwich last summer, and made 29 appearances for the London based club scoring six times.
He will join his cousin Patrick van Aanholt in the North-East of England, along with fellow Dutchman Jeremain Lens.
