The two clubs have been linked with the 16-year-old midfielder for a number of months, with Manchester City seemingly coming to an agreement last year.
However now the Mirror is reporting that the player’s mother has met with officials from Liverpool to discuss where Kongolo’s future lies.
Feyenoord have offered Kongolo, who’s older brother Terrence is in the first team, three contracts with the club, but the player is believed to have rejected them all.
The youngster should be wary about leaving the Rotterdam club so soon, with players such as Karim Rekik, and Kyle Ebecilio having to return to Netherlands for playing time after leaving their Dutch clubs at a young age.
Kongolo is highly rated among the Feyenoord youth set up, and his play has been compared to ex-France international midfielder Patrick Viera.
