Locadia has represented the Oranje at every youth level, but had yet to be called up to the full national team, with an injury stopping him from joining a training camp in 2014 after a call-up from Louis van Gaal.
However the 22-year-old attacker could make his Netherlands debut in the friendly with Germany on Tuesday after being called to replace Eljero Elia. The Feyenoord winger has been forced to withdraw after a groin injury.
Usually a centre forward, Locadia has been forced to play on the left wing this season for PSV but has impressed with five goals in ten Eredivisie appearances.
