The midfielder has only featured once in the Eredivisie so far this season and is expected to depart PSV this month with his contract up in the summer.
However, Sparta Rotterdam will not be his destination, according to RTV Rijnmond. New Sparta coach Dick Advocaat was hoping to lure Maher to Rotterdam until the end of the season on loan, but the player is holding out for other offers.
PSV director Marcel Brands confirmed earlier this week that Sparta had informed them of their interest, but he also stated the deal was not likely to be something that interests Maher.
The 24-year-old is currently in Florida with the rest of the PSV first team as they begin a training camp ahead of the second half of the campaign.
