The Serie A side had earlier this month failed in a major money move for Ajax captain Davy Klaassen, but they returned to the Amsterdam club with a bid to sign Bazoer.
Ajax believe that any player is up for sale at the right price, and when Napoli offered €25 Million, director Marc Overmars gave the club permission to speak to the player.
Napoli invited Bazoer to their Coppa Italia match next week against Inter Milan, but the 19-year-old has rejected the invitation as he believes he is not yet ready for a move abroad.
