PSV Eindhoven have paid €9 million to sign the 22-year-old, who was heavily linked with a move to Southampton recently.
Sangare told the PSV website, “My feeling tells me that this is the best choice for now. Here I can develop and play for the prizes. The football that they want to play here and the ambitions suit me.”
The Ivorian made his debut for Toulouse back in 2016, and made 86 appearances for the club, scoring two goals.
Sangare adds another midfield option to Roger Schmidt’s squad and may be cover for Jorrit Hendrix, who could leave Eindhoven before the transfer window shuts.
