Afellay is a free agent after leaving Barcelona at the end of the season, and PSV have offered their former captain a return to Eindhoven.
The 29-year-old is believed to be weighing up his options, with Premier League side Stoke City reportedly interested, but will give PSV director Marcel Brands a decision over their offer in the next week.
Afellay spent 15 years with PSV before leaving for Barcelona in 2011, but his career hasn’t gone to plan since with injuries hampering his time at the Nou Camp. Loan spells with Schalke and Olympiakos have seen Afellay unable to regain his top form, and a return to the Eredivisie would offer the midfielder a chance to earn a Netherlands call up ahead of Euro 2016.
Should Afellay say no, PSV will then move onto other midfield targets.
