The centre back has spent the last two seasons on loan from the Premier League club, and was an important member of the squad that lifted the Eredivisie title last season.
PSV had hoped to bring the 20-year-old to Eindhoven permanently this summer after Manchester City indicated a willingness to sell, but they have now given up on the deal. Rekik has indicated that he wants to experience a new league, with French club Marseille reportedly interested, and has told PSV he will not rejoin the club.
Phillip Cocu will now turn his attention to signing Porto defender Diego Reyes on loan, while Nicolas Isimat-Mirin is set to sign a five year-deal with the club after PSV agreed a €2.5 million fee with Monaco.
