PSV have been heavily linked with the Swiss international all month as they look to replace Toni Lato, whose loan from Valencia was terminated.
Fenerbahce were also in the running for Rodriguez and were said to be close to sealing a deal with AC Milan and the player himself. However, the Turkish club confirmed on Saturday that they will be unable to sign any players this month after a sanction from the Turkish football association.
Fenerbahce are in a dismal financial state and have been told they need to sell a number of players before they will be allowed to bring in anybody new.
That means that PSV should have a free run to loan Rodriguez, who is desperate to leave AC Milan in order to keep his place with the Swiss national team ahead of the European Championships.
Fenerbahce still have a chance to appeal the decision but PSV can now use this to wrap up a transfer quickly.
