Willems suffered the injury to his left knee during a training camp in France last summer, but seemed to be edging closer to a return when he returned to the PSV training field last week.
However the left back was forced to stop during training last Thursday, and although PSV believed the damage was not too bad, a scan on Monday found issues.
Willems will now have to rest his knee for the next six weeks before further tests.
