The left-back was available on a free transfer after leaving PEC Zwolle at the end of the season, following their relegation to the Keuken Kampioen Divisie.
There were a number of clubs showing interest in Paal but 24-year-old has now signed a three-year deal with QPR, who finished 11th in the Championship last season.
Paal started his career with PSV Eindhoven and made six appearances for their first team before making the move to PEC Zwolle. He made 105 appearances for PEC, scoring three goals and adding seven assists.
