The 21-year-old scored 10 goals in 48 appearances for Jong PSV over the last two seasons in the Jupiler League, but the winger decided against extending his contract in Eindhoven in order to gain first team football.
After a trial with NEC Nijmegen last week, Rayhi has impressed the Eredivisie new boys and has signed a two-year-contract, with the option of a third year.
NEC also have Marco Ospitalieri on trial after his departure from MVV.
