Afellay was out of contract with Barcelona at the end of the season, and is set to give PSV Eindhoven director Marcel Brands his answer over a return to the Philips Stadion in the next few days.
However, according to De Telegraaf, Sporting Lisbon are also interested in the 29-year-old and will make the midfielder an offer to join the Portuguese club.
Afellay’s decision may be swayed by the chance to link up with former PSV teammate, and good friend Zakaria Labyad in Lisbon.
