VVV were on the lookout for attackers after Jay-Roy Grot returned to Leeds United at the end of the season, while top scorer Peniel Mlapa also left.
Sinclair came through the academies of West Brom and Liverpool and made his professional debut at the latter. However, he failed to fully make his breakthrough and was sold to Watford in 2016.
At the Hornets, the 22-year-old has also struggled and he has had loan spells with Birmingham City, Sunderland and Oxford United.
Sinclair now goes on his first foreign adventure and looks to build some confidence in the Eredivisie.
Sinclair told the VVV website, “Dutch football suits me very well and I am looking forward to be able to play for this great club.”
