Huddersfield Town signed the Dutch international last summer from Monaco for €20 million, but he could not help prevent their relegation to the Championship.
According to the Daily Mail, a return to the Premier League is on the cards with both Watford and Aston Villa looking to strengthen their defence with the versatile 25-year-old.
Kongolo has a contract with Huddersfield Town until 2023 and will not be allowed to leave the club on the cheap.
